There are two ways to cut spending, legislate it or shame congress.. Like have a line item pork veto which the president sends back to congress every budget, and its studied by blue ribbon panels to see what the most egregious pork is and include that in the bill then let congress vote publicly on the “pork bill” and then the president can sign it but congress has to be on record voting for what is known as the pork budget
